John Fleps issued a voice mail to all BNSF Operations Supervisors outlining the Carrier's position on crew consist.

* BNSF is "extremely committed" to changing "antiquated Crew Consist rules" to fit today's environment and the
new technologies coming to the industry

* UTU and BLET are "stonewalling" the process by refusing to engage in meaningful discussions

* BNSF employees have much at stake, as BNSF is "ready and willing to do right by them" including early retirement, enhanced insurance benefits and "extraordinary protection"

* BNSF's case for forced change through governmental intervention is "stronger than it has ever been" but they would prefer a voluntary agreement

* He is counting on all BNSF supervisors to share this information with UTU and BLET members, and is forwarding them a package of information, complete with "talking points" to use in day to day discussions at every opportunity

* Disclaimer that supervisors are barred by law from actually "negotiating" with rank and file, but should encourage them to press their representatives to enter voluntary negotiations on Crew Consist.
