Re: GO-386 Policy Statement and Cancellation of Availability Policy

Dear Gentlemen:

In regards to the above reference, please note the attached letter of J. Fleps, dated January 10, 2000 to General Chairman K.W. Mason. Further, also note the attached copy of my September 30, 1999, letter to M. Rose, J.J. Fleps, C. Ice and G. Stengem.

Even though the "Availability Policy" has been canceled, the policy of the undersigned and this Committee remains as previously stated and has not been modified or rescinded.

The undersigned will, as shown in the enclosed letter of January 13, 2000, again meet with the Carrier on work/rest issues. This is as I previously stated I would. When and if there are any significant changes in the Carriers attitude and approach to safety, work, rest and fatigue issues, our policy statement will be revisited.

Please post this information and present at Local meetings.

Dear Mr. Mason:

 I want to offer a few thoughts in answer to your letter of January 7,2000, regarding meetings with UTU General Chairmen on January 18 and 19.

First, let me awe you that I never intended in my December20 letter confirming these meetings to imply that you had changed your view regarding the "Availability Policy." At least to me, your position on that subject has been clear and

All things considered, it probably makes no sense for us to have any further exchange about whether you’ll attend our afternoon meeting on January 18 to further address attendance issues. I will say again, however, that our plan for the following day is to talk about work/rest initiatives; so, maybe you’ll be interested in joining us for that

Anyway, I will be sure in the future to honor your request that we merely copy you on any correspondence related to meetings which may have some connection with the now cancelled "Availability Policy."
