Dear Mr. Allen:
This letter is in response to your communication dated February 28, 2000, which was received in this office on March 2, 2000, that you sent to me and to the other General Chairmen of the United Transportation Union representing employees of the Burlington Northern and Santa Fe Railway Company (BNSF). I am somewhat confused by your letter and I ask that you clarify your intent. I understand that your letter was sent as the duly authorized bargaining agent for the BNSF in order to serve notice on myself, as well as on the other BNSF General Chairmen, pursuant to Section 6 of the Railway Labor Act that the BNSF is proposing various changes to existing collective bargaining agreements, including agreements that his Committee administers. If my understanding is correct, please accept this letter as acknowledgment of that service and my request that you meet with me at 9:00a.m. on March 31, 2000, in my office at 400 E. Evergreen Blvd1 Suite 217, Vancouver, Washington to begin conferences on the BNSF s proposal as it effects the agreements this Committee administers. On the other hand, if you did not intend your letter of February 28, 2000 to be a Section 6 notice, please inform me immediately so that I do not operate under a misunderstanding as to the BNSFS intent.
